What encoder does Ogg Vorbis use?

Is it using the xiph.org standard encoder or one of the AOTUV forks?

We have both, the AoTUV one is labelled as such on the encoder selection.

I don't see an option for AoTUV.

AoTUV is an additional codec you have to download and install separately from the codec central (https://www.dbpoweramp.com/codec-central.htm).

AotUV was not available on the mac OS version, sorry. Note many of the tunings were back ported back into normal ogg.
