Music Converter : Error "No Encoder Specified"

Hello,

i try to run Dbpoweramp v15.1 on a Windows 8 PC where i open a session as an administrator.
My problem is that when i try to make a "convert to" from the shell or with "music converter" short cut, i obtain every time the following error

Error converting to , 'D:\temp\Alanis Morissette\Hard to Swallow\01 - Wake Up (Live in L.A., California).aif' to 'D:\temp\Alanis Morissette\Hard to Swallow\01 - Wake Up (Live in L.A., California)'
Error no encoder specified. [dBCoreConverter::ParseCommandLine]

If i run the "music converter" as administator (what I should be !) : it works fine. But not possible to run from the shell as from the shell no possibility to run "as administrator".
If I click on the properties of the "music Converter" and set it to "run as administrator" it works but when I try to start from the shell, a error box open saying "error music converter".
The debug mode does not provide any answer except the error message above.

What is the solution in order to run the conversion from the shell without any problem. I don't understand what is the issue as it used to work in the past and I run my session as administrator ?

Something is stopping music converter from writing to a temp file, this is either a permissions problem (ie the user account has no access to the %tmp% folder or registry), or you have security software which is blocking the program (ie putting it in a sandbox so it does not write anywhere).
