No, the libraries do not exist.

I'm confused/curious. FFmpeg supports decoding shorten via the libavcodec library. They have 64-bit builds available as well as source code and there are multiple license options available that--on first blush--look fairly flexible. Are you dealing with licensing issues or something else?
