Audio Quality of Conversion

I have been asked to provide phone attendant messages in u-Law 8 kHz, 8 bit mono .Wav files. The original recording is very clean but when I converted the audio there is a fair amount of static. Am I missing something when I do the conversion and compress the file or is this to be expected? Thanks

It is perhaps to be expected, make sure you use the dsp effects:

resample
channel count

to get the best out of the conversion.
