FDK aac encoder bandwidth never goes beyond 20 KHz even after setting -w 22050

FDK aac encoder bandwidth never goes beyond 20 KHz even after setting -w 22050 (cutoff freq) which does not happen in itunes aac or winamp Fraunhoffer aac. I looked through source code to find out but I am not that experienced I guess. That is why I am posting it here. I am posting two images one is from itunes aac and another (which showing 20 KHz) is dbpoweramp fdk. Using updated FDK version 3.4.12 which I compiled this morning ! Hope somebody fixes this issue. Other wise sound quality is fine.Click image for larger version

It is likely the codec overrides the frequency cut off depending on bit rate. For a lossy codec potentially there is better overall quality by cutting the frequencies, because most people cannot hear that high.
