How to Rename file and modify ID Tag at the same time?

I am moving all my MP3 file to a new Directories. While doing so, I need to rename most of them, as well as change some of the ID Tag settings.
I am using "Arrange Audio" codec to move/rename files.

1. Can I use "Volume Normalize" DSP effect with this codec to adjust tracks volume?
2. Can I use "ID Tag Processing" DSP effect with this codec to change "Genre" and "Album Artist"?

If these DSP effects do not work with "Arrange Audio" codec, which codec should I use to perform these tasks:

Move File, Rename file from ID Tag, Normalize Volume, Change ID Tag values for Genre & Album Artist?

No dsp effects work whilst using arrange audio.

To apply volume normalize you would have to convert the files.
