Llicence transfer

Dear support team and fellow users

I currently use an old PC running XP.
I am in the process of upgrading soon to a new PC running Windows 7 or 8.1
If I purchase a dBpoweramp license now will I be able to transfer the program to the new PC?
The old XP one will become obsolete.

If the answer is yes is the transfer feasible for Windows 7 or 8 (or any of the two?)
I haven't yet decided which OS I will go for.

The original order number allows the software to be redownloaded any time in the future that you require.

having purchased dBPoweramp I did not pay attention at the offer on purchasing PerfectTunes as a bundle.
Is it still possible to take advantage of this offer by any chance?
