MP3 decode errors not being reported after upgrading from 14.2

I have to revert to 14.2 because I rely on dMC to alert me when there is a MP3 decode error.

After I upgraded to 14.4 it is ignoring errors, even if "Report as error" option is chosen in MP3 decoder configuration section.

This is on Windows XP.

Would also add as a feature requests

- an option to "Keep converting in spite of errors when possible", so you don't end up with a truncated converted file.

- show location of decode error in the error report e.g. "Error decoding mp3 data steam - approx. time: 2:04 (76.2% through audio)."
