Dithering 16-bit files

I have a large directory structure containing WMA files that are 16/44.1 and 24/48.

What happens if I convert all of them to MP3 16/44.1 and select dithering?
Will dithering be applied to the files that are already 16/44.1?

If you ask to dither 16 bit and the source is 16 bit then nothing happens.
