best MP3 settings for spoken voice

I have been following the (excellent) instructions at

to listen to internet radio off line, and was surprised to find my MP3 files much larger than the source I converted.

I don't want music, just voice. What settings should I use if I want low quality (but as small as possible) MP3 files from my WAVs.

I would lower the frequency to 22KHz, switch to mono and lower the bitrate as 16kbps or there abouts.
