Convert Mp3 to Nero m4a gets VBR

Convertsion Mp3 to Nero m4a gets VBR though i select CBR in Latest Nero AAC Encoder v1.5.4.0(http://www.nero.com/enu/technologies-aac-codec.html) with dMC Reference 14.2

Plz Fix it quickly.

m4a is VBR based, so CBR is a constrained VBR
