AAC & FLAC to mp3

Hi guys,

1. I want to convert AAC (256kbps) and some FLAC to mp3, should I convert it to 320kbps CBR or V0 VBR? Which one is the best when it comes to quality (I don't care about file size)...

2. 320kbps CBR to VBR. Can I still get the best quality?
