Do CLI encoders support PFC?

OGG CLI encoder has impressive speed but I wonder if it supports Professional Frequency Conversion. Non-CLI sounds better than CLI? Or are their results identical?

If you are feeding it a 44Khz source file then no frequency conversion will be used. They should be near identical (different slightly because of different compilers used).
