.WAV to MP3 ACM Decoder issues

I am trying to convert 22khz, 16 bit, 96 kbps .WAV files to .MP3 files same bit rate or lower

The error message is

Error converting to Test Conversion, 'C:\Users\Public\Workdrive\Planning-11-19-2009\Planning_11-19-09 10-00_01ca6963b8171640.wav' to 'C:\Users\Public\Workdrive\Planning-11-19-2009\Planning_11-19-09 10-00_01ca6963b8171640.IGNORE'
Error Cannot Create Wave Decoder (Unknown ACM ID: 33152 (ACM decoder not installed))? [clWaveDecoder::PrepareToDecodeAudio]

The error message was generated when I tried to make a "test conversion" file.
The MP3 conversion yields a similar error.

Wave can store many different type of compressions as well as uncompressed, your file is compressed and you need a special acm codec to decode it, it is a specialized codec and you will have to find what created the wave file.
