Is WMA "Quality 99" or "100" possible?

I notice that in the Windows Media encoder, for both WMA 9.2 and 10 Professional, "Quality 98" is the highest setting. That seems a rather odd, arbitrary number. Is Quality 99 or 100 possible?

Additionally, it seems strange that WMA Pro will only encode 2-channel in 24-bit, but will encode either 16-bit or 24-bit in 5.1. Is it not possible to encode 2-channel as 16-bit in WMA Pro.
