MMF, PMD, QCP formats and fadeouts?

Hello, with the proper codecs, is dbpoweramp able to convert .wavs to:

MMF (MA-2, MA-3, MA-5)
PMD (CMX v4,0, CMX v3.0, CMX v.2.0)
QCP

?

Also, is dbpoweramp capable of doing fade outs upon conversion?

It cannot do those formats.

There is a DSP Effect Fade which can do fade out.
