Installing to new computer

Due to a dying computer, I am now running a registered version of dmc 11.5 (reference) with powerpack on an old Win 2000 computer.
I have a (purchased) upgrade of ver R12.4 and I have recently purchased the upgrade to R13. Does R13 include the powerpack, and can I install R13 directly to my new Windows Vista Computer?
