MP3 VBR conversion - how to specify lower AND upper bound in 13.4

Hello,

after upgrading to 13.4 I miss the ability to define the lower AND upper limit for MP3 VBR conversions.

How is the current specification of VBR converion for e.g. ca. 190kbs?

This is an old option which is no longer relevant for new versions of lame.
