VBR question

Whenever I convert an existing file via VBR, it always reaches a higher bit rate than the original file here and there... please tell me how to set the maximum bit rate when encoding VBR, thanks!

Are you re-encoding?

To set the max bitrate, right click (instead of left clicking) on the bitrate selection slider for the max bitrate limit you want.
