getting smaller wav files

I use to convert wav files as low as 90-95%. Now I can not get them smaller than 75%. Why is this?

Select a smaller bit rate (select Wave and choose wav-mp3) then the lowest bitrate you can select.

When I use the wav-mp3 settings I am told I cannot do that without an an mp3 license. I thought that came with my purchase.
