Converting Waves To Mpeg Layer 3 Format

I NEED A FORMAT - WHERE I CAN CONVERT WAVES TO A
MPEG LAYER 3 FORMAT....ALL THE PEOPLE IN MY MUSIC GROUP
HAS IT....WITH THEIR dbpoweramp program....i can't find the code anywhere.
Can anyone help me ????

Or if you have R13 select Wave then choose the WAV-Mp3 option rather than Compressed.
