Does dBpoweramp try to dodge known bugs in other ID3v2.3 implementations like Foobar2000 does in “ID3v2 writer compatibility mode”?

There are no compatibility issues with 2.3, only 2.4

You can change the tagging defaults in dpoweramp configuration>>codecs>>advanced.
