DB is Converting to AAC at random kbps

Hi

I am in the process of converting all of my ripped cds (in flac format) to AAC 300kbps. I was told anything around 192kbps and you shouldn't be able to hear a difference from the original cd.

However, on trying to convert from the original file at 1411kbps - even though I select 300kbps to convert to it seems the files are coming out anywhere between 142 to 299kbps!! Is there any reason for this, should they not all be at 300 like I selected?

What am I doing wrong??!! Any help greatly appreciated

Have just realised it's because of VBR - decided to use CBR instead.

Why would people go for VBR? Is it supposed to be better quality? Can't see how this is so if some of my music was coming out much lower than I expected?
