created not only the directory
E:\Documents and Settings\All Users\Start Menu\Programs\dBpoweramp Music Converter
but the
E:\Documents and Settings\All Users\Start Menu\Programs\weramp Music Converter
directory too, containing only
Help\dBpoweramp CD Writer Help.lnk

May I move this lnk file to the other folder ?

Yes, but I think it came not from R13.1 Ref, rather than the CD Writer.
