convert wma,flac,...etc to PCM(WAV)

I want to convert various formats to PCM (WAV) in smart device application..

can we use dBpoweramp with C# compact framework or just C#?

Is it possible ? Can you guide me to understand main fundamental properties each audio format
(AAC,FLAC,WMA,WAVE,MP3) contain like sample rate, bit rate?which values req for each format?

Don't specify any settings for Wave and they will match the source file (bit depth etc).
