How to buy v12 Reference to v13 Reference upgrade?

I currently have dMC v12 reference and would like to upgrade to v13 Reference--mainly for the PerfectMeta feature. I've looked all through the website and for the life of me I can't find anywhere to upgrade. All I can see is a place to just buy v13 Reference.

Is that just the way it is, or is there a Reference upgrade page (including extended AMG access) somewhere that I've missed?

If you go to the Registered Link Retrieval (http://www.dbpoweramp.com/registration/) is there a link there where you can purchase the upgrade to r13?
Do note that the upgrade doesn't get you AMG access, I believe, you only get the upgrade to r13. However, I am not 100% sure on this matter.

That page only has "Initiate Registration Retrieval". If I do that and enter my SWREG number, I get the "Ready for Registered Download" page where you enter the two security numbers to download the software. I do that, then get the link to download the v12.4 package.

I have a bulk license. I suppose that might be the problem?
