Change Format - missing Mpeg Layer 3

When I go to Change Format I am missing the Mpeg Layer 3 option. Would or could someone explain how to get this and install it. thank you ever so much.

Use the codec Wave and choose mp3-wave (not compressed).

Using dBpowerAMP Music Converter... Converting 1 file to Wave... compressed change format has PCM, CCITT A-Law, CCITT u-Law, GSM6.10, IMA ADPCM and Microsoft ADPC M. Where is codec wave & choose MP3 wave not compressed?

Don't pick the Compressed option, pick mp3-wave.

Follow the instructions on the page linked to from that thread:
Save the file to your desktop, right-click on the inf file and select "Install"
