When you convert m4a to mp3, do you maintain the same bit rate; i.e, m4a is 128. thanks

Generally you would. If you think that m4a at (say 128 kbs) sounds better than mp3 at 128 kbs, then you might try converting to a somewhat higher mp3 bitrate (you would need to do some trial and error to confirm whether this offers any improvement or not) almost certainly not over 150-160 kbs. Converting to a way higher bitrate (say m4a 128 kbs to mp3 at 320 kbs) will not improve the underlying quality of the sound (which, at best will remain the quality of the original m4a file), you will only use up more disk space.
