Error Cannot Create Wave Decoder (CCITT u-Law)?

ok a friend of mine need to convert some wav files to mp3 , i told him to use dbpoweramp as i had use it before in batch processing but he had noluck, so he asked me to try it by myself
and i did, but i got the same error as he gets:

Error Cannot Create Wave Decoder (CCITT u-Law)? [clWaveDecoder::PrepareToDecodeAudio]

he told me he was able to do it with ffmpeg, and that this WAV file is of type

PCM-mu-law (i dont know what that is)
and that LAME encoder doesnt accept this kind of file
i was surprised to see that windows media player DOES in fact play the file fine
(this are phone conversation security recordings)

well my question is an easy one (with hopefully an easy answer)
is there any CLI codec commandline etc for reading this PCM-MU-LAW and convert it to mp3? or to whatever it might be?
or a way to "ROUTE" the wav thru windows media player or something similar?
