GetPopupInfo.exe still running even with popup info disabled

Basically, what it says in the title. I unchecked 'Enable Pop-up Information Tips' in dBConfig (and everything else, just to make sure), but GetPopupInfo.exe still runs every time I hover over a file. It's particularly annoying since my antivirus (Prevx 2) has to verify GetPopupInfo.exe every time it runs, and this slows everything down.

How can I turn this feature off and keep it off?

You turned off the checkbox and rebooted, correct? If not, try rebooting and see if it still happens.
Also, what version of Windows are you using?
