DbPowerAmp and Lame.exe Produce Different Results

I converted the same Flac file to mp3 format using the mp3(lame) codec that's built in to dbpowerAmp music converter R12 and converted the same file useing Lame 3.97 downloaded from Rarewares.org. Settings were the same for both conversions: -V 2 --vbr-new. The resulting files were of different sizes and clearly not identical. What accounts for this difference?
