I figuered it out... but I'll leave the post up. The answer is the path for codecs is
C:\Program Files\Illustrate\dBpowerAMP\
C:\Program Files\Illustrate\dBpowerAMP\
I seem to remember having this problem last year and I ultimately gave up on dbAmp... I can't find any of my old posts on the topic.
So I started from scratch with r12 and nothing but new codecs.
When trying to install a codec... the installer seems NOT to list the correct path... but started to include a wrong path... so I'd get something like
C:\Program Files\Illustrate\dBpowerAMP\decoder\decoder\decode r
I don't know where this wrong path is coming from but I hope it can be fixed.
and even today's install of r12 remembered that wrong path from last year... so I deleted all the mentions of decoder and hoped it was right. Perhaps not:
I seem to be getting errors for all the codec.exe files.
So what are the correct default paths for installing both adPowerAmp and codecs on a Windows system?
