Eval creates big MP3

Am I missing something?

I downloaded this music converter, asked it to convert a 40mb WAV file to MP3 format and it create a 40mb MP3 file.

Is this a limitation of the EVAL or just the way this program works?

I tried various settings including lowering the quality and the encoding rate.

If your wave file was a compressed mp3 (wave files can contain mp3) then converting to mp3 of the same bitrate will give the same file size.
