Can't re-download program; registration feature doesn't work

My computer was repaired and the hard drive was formatted. I've turned off every security feature, set IE settings to low, and I still get a blank page. Support email have not responded. I need to re-download, can anyone help me?

The developer was apparently out of the office for a week, try e-mailing him again.
