Codec MP4 CLI

I am new to this. I am trying to convert mp3 to mp4. I was told to use the mp4 CLI as the converter settings option. I cant seem to find the codec to download to get this option. Please Help!

I am trying something different now. I tried using Nero Digital Audio to conver to m4a. But it says codec needed to compress the file could not be opened and Unable to run encoder. I am pretty sure i downloaded the codec. If i didnt which one is it or whats the problem.

See the help file, the nero encoder has to be installed seperately.
