Distributed COM

Being a newbie at this please excuse my ignorance.
What is Distributed COM ? Do I need it for the dB PowerAMP Music Converter and if so where do I check to see if it is installed on my computer? I have Windows 98SE.
Any help would be greatly appreciated.

It is a Microsoft technology, it is standard in anything above Windows 98SE.
