Converting from HE-AAC to other formats

Hi

If I encode a music file at 48kbps in HE-AAC format can i then convert it to 128kbps in say MP3 and maintain the quality that it had in HE-AAC format.

I know normally you aren't suppose to increase the bitrate when converting between formats but I was thought maybe the converter may be able to read the SBR portion of the HE-AAC file and therefore upward conversion may be possible

I would guess the results from the conversion would be similar, using 160Kbps or 192Kbps or vbr (rougthly same bitrate) would be even better.
