MPEG-2.5 is the name of an extension to MPEG-1/2 Layer III which is proprietary to the Fraunhofer Institute for Integrated Circuits (FhG IIS), Germany. It enables coding at even lower sampling frequencies (8 kHz, 11.025 kHz, and 12 kHz). (via)
I hope you asked for simply informational purposes only. I haven't found any practical use for Mpeg 2.5 as of yet, so I'm sticking to mp3.

Thanks. And Thanks for the welcome. So the extension for an MPEG 2.5 will be ".mp3"?? In other words if I have an .mp3 with a very low sample rate like 8 kHz that means technically it is an MPEG 2.5 ???
No, normal MP3 files can have a sample rate that low also.
