MP3 Bit Rate Can't Smaller than 128kbps

I want to convert some simple music to be smaller, but it not work.
MP3 Bit Rate can't be smaller than 128kbps even I have chosed 16,32,64...etc.
How to solve it And presere same speed, little lesser quality?
e.g.: config modify or install newer version...etc. Thanks.

You must be using presets. Remove the presets - use No Preset, and then use CBR, then you can change the slider to whatever you want.

Your guide mean: Using "No Preset" and "Constant Bitrate" at "advanced Option" and then that can convert to whatever Bitrate I want to.
