can I create cue sheet under windows and mac?

I have downloaded dBpoweramp Music Converter 17.6 for windows and mac

under windows can't find any way to create a cue sheet like eac


on the forum i have found this utility "buggy" for windows and i can't understand why is not added in the codec central or added to the main program installation

It is not buggy, it has been tested for many years, it is likely it would become standard to the next release.
