dBpoweramp R17 .4 questions

I'm using dBpoweramp version version 16.6 now. Have 2 questions about version 17.4:

1) If I upgrade to 17.4, it seem like I need to pay (single user USD 20), is it correct?

2) If version 17.4 has significant improvement of sound quality compare to 16.6?

Sound quality is the same. A lossless file is lossless. Bitperfect. But lots of other benefits. I always find updating is useful.
