Flac padding block written after picture instead of tags

dbpa is writing the padding block after the picture block. This means the picture block has to be moved when adding a tag.

If padding was written after the tag (vorbis comment) block then only the new tag and padding blocks would have to be written.

Is there something I am missing?

What if someone updates the picture? typically album art is around 500K which is nothing to be moved.

Since there can be only one padding block no matter where it goes it will be a compromise.
