Uninstall the security software, it looks like something is halting dBpoweramps ability to write files.

this would be to test if that's the problem. If it works without the security Anti Virus software, then you'll know the culprit. Then you can reinstall the AV software and see if you can set it up to give exceptions to the various dbpa programs that need to run. Or you can move to a different AV software.
