Reference 15.3 to 16.3 update

I currently have a version of dMC-15.3- ref-registered and see there is an option to update to version 16.3. When i installed the new version i noticed i had no control on the metadata servers, only the freedb was enabled. AMG, GD3 and musicbrainz appear disabled. Is my update for the standard version which is why i can't enable the 3 servers, or is my update for the reference version and there is a fault somewhere, if I have to pay for a reference version again surely thats an upgrade not an update.
