Best current software, etc. For cd rip?copy/flac folder?file burn

I am confused and request assistance. Using Windows 10, 64-Bit, what is the best and the simplest software to accomplish:

    A. Copying a FLAC encoded audio CD to a blank audio CD?

    B. Burning a duplicate CD from an existing FLAC encoded audio CD?

    C. Making a new CD from existing audio files/folders including album cover art?

    D. Do I need Music Converter and which version if I desire to convert codecs in burning or saving audio files/folders?

Thank you for intelligent advice on these seemingly dummy questions.

    Best regards,

By FLAC encoded audio CD, do you mean a CD-R containing flac files?

versus a CD with audio files that will play on a regular CD player

          garym,

If you say so. I have never understood the difference nor have I ever understood the difference between an audio CD and a data, etc. CD. Ignorance is only bliss sometimes.

Copying flac files to a CDR is just copying data to a disk (same as a WORD file etc). You have copies of the files, but a regular CD player won't play these FLaC files. Instead, I think you want to burn your FLAC files to a CDR so that a regular CD player can play them. I have no suggestions, as I haven't had the need to play an actual CD anywhere for about 10 years.
