Lame mp3 CBR encoding sample rate

When you select CBR of 8, 16, or 24 kbps, static text appears and says [sample rates: 8, 11, 12, 16, 22 & 24 kHz]. So, does the sampling rate for 8, 16, and 24 kbps automatically drop below 44.1 kHz? And if so, what does it drop to? The static text is not clear.

You would have to try an exact kbps to see the sample rate used, it is automatically dropped by the lame encoder.
