    Tempflac?

Why do somebody rip to tempflac on c drive instead of directly to an external hard drive?

By default dBpoweramp will rip to temp files, because until it has finished ripping (where the file might get updated with ReplayGain, or AccurateRip result tags), if it ripped to the final folder with a .flac name, a player might take the files before they are completed.

Many may not have an external or NAS drive, but only a local drive in use. You can set your preferred default location in the settings.
