How Are Uncompressed FLAC Files Implemented?

I noticed that there are separate settings for Uncompressed and Level-0 in the CDRipper software. I had previously looked at the command like options for FLAC and thought level-0 was uncompressed, but now seeing that those are two separate options leads me to believe that they are not the same. If in fact they are different, how is uncompressed implemented? I didn't see a command line option for uncompressed in the FLAC command line tool. Is uncompressed unique to CDRipper?

    Thank you.

Not sure the command line can do uncompressed, level 0 is not uncompressed. Special parameters are set which disables compression in the flac encoder library
