Some CDs Just Cannot Be Ripped Accurately?

I've bought two copies of the same CD and in both instances the first track makes a 1st and 2nd pass successfully but then immediately shows "Re-rip [18,000] frames". 3 rip attempts were made on three different drives.

What's up with this CD? It appears flawless. There are no scratches and plays perfectly. Does this mean that even a master copy would have issues ripping correctly?

Anything that could remedy this?

Not the master, rather the manufacturing has issues.
