When a cd is not found in AccurateRip, does it mean it is never in AccurateRip or does this depend on users being online (so perhaps a day later it might just be found'.

It means the disc is not currently in, the database is updated once a month, so it might be there 1 month later (be aware it could be your result you compare against, so you would need a confidence of 2 or more 1 month later).
